Registration
A2P 10DLC registration, step by step
Carriers decide; HighLevel collects the details. Get these right and most registrations pass first time.
A2P 10DLCA2P 10DLC: Application-to-person messaging over 10-digit long codes: the US carriers’ registration system for business texts sent from local numbers. has two parts: a brand (who you are) and a campaign (what you’ll send and how people opted in).
- Step 1
Prepare your website
Live site, privacy policy with the mobile-data line, terms, and a form with an SMS consent checkbox.
- Step 2
Register the brand
Settings → Phone System → Trust Center → Start Registration. Standard (with EIN) or Sole Proprietor.
- Step 3
Describe the campaign
Use case, sample messages, how people opt in. It’s submitted automatically after the brand.
- Step 4
Wait, don’t resubmit
Pending campaigns are under review. Fast Track is optional.
- Step 5
Link numbers and test
Allow up to 24 hours after approval before error 30034 clears.
| Compare | Standard | Sole Proprietor |
|---|---|---|
| Who it’s for | ||
| Business | Registered business with an EIN | Individual or one-person business, no tax ID |
| Verification | Business details, email on your domain | One-time code to a real mobile (not VoIP) |
| Limits | ||
| Numbers per campaign | Several | One |
| Throughput | Higher | Lower |
| Review time | Several business days | Often faster |
Fees: registration $22.50–$64 one-off, campaigns from $1.50 a month, Fast Track $3. Details in our SMS pricing guide. From HighLevel’s brand article (modified 29 September 2026).
Rejections
Why A2P registrations get rejected, and the fix
| Compare | Fix |
|---|---|
| Brand | |
| Legal name or EIN doesn’t match records | Copy both exactly from the IRS letter |
| EIN issued in the last 15 days | Wait before registering |
| Sole Proprietor used by a business with a tax ID | Register as Standard with the EIN |
| DUNS number instead of EIN | Use the EIN |
| P.O. box address | Use the registered street address |
| Campaign | |
| No clear opt-in on the website | Add a consent checkbox and disclosure |
| Privacy policy missing the mobile-data line | Add it (see Consent below) |
| Sample messages with public link shorteners | Use your own domain in links |
| Use case doesn’t match the messages | Pick the right use case; resubmit |
| Emergency alerts | Not allowed on A2P 10DLC |
Before you resubmit
- Open “View required fixes” for every listed reason
- Review the whole campaign: reviewers can find new issues
- Resubmission is free
- Locked fields (use case, opt-in message) may need a new campaign
- Rejected Mixed or Sole Proprietor campaigns can’t be resubmitted: create a new one
- Think it’s wrong? Appeal via support: “10DLC Campaign Appeal for [business]”
Numbers

International rules worth knowing
- UK: international long codes are blocked; use a UK number, alphanumeric sender ID or short code
- Turkey: international texts containing links are blocked (from 1 April 2026)
- Mexico: carriers may replace your sender number
- Alphanumeric sender IDs can’t receive replies and aren’t used in the US or Canada
- Country not enabled for your account → error 21408; ask support
From HighLevel’s toll-free verification (modified 17 September 2026) and international SMS articles.
Consent
Consent: what carriers expect before you text
Carriers check your opt-in during A2P review and keep checking afterwards.
- An SMS consent checkbox that is not pre-ticked and stays optional
- Separate checkboxes for marketing and for transactional messages
- Don’t make the phone number and SMS consent both required to submit
- Opt-in text naming your business, the message type, frequency, “Msg & data rates may apply”, HELP and STOP
- Privacy policy line: “No mobile information will be shared with third parties/affiliates for marketing/promotional purposes.”
- A phone number on its own is not consent
- Keep proof of how and when each person opted in
Opt-outs
What happens when someone replies STOP
STOP, step by step
- Contact texts STOP
- SMS DND switched on
- Texts blocked (21610)
- They text START to return
- Opt-out words: STOP, STOPALL, CANCEL, UNSUBSCRIBE, END, QUIT
- Errors 30003–30006 can also switch on DND automatically
- Permanent DND only lifts when the contact texts START, or with proof of opt-in sent to support
- Compliance settings add your sender name and opt-out line to the first text in every conversation
- Optional repeat every 1–60 days; can’t be turned off on trial agencies or sub-accounts under 15 days old
From HighLevel’s DND and SMS compliance articles (compliance modified 1 September 2026).
Timing
Sending hours, quiet times and Texas
Control when texts go out
- Workflow Time Window pauses texts and calls outside set hours
- The same window applies to every day of the week
- Bulk drip mode: “process between” set hours
- Conversation AI follow-ups have their own active hours
Texas SMS Safeguard
- One toggle per sub-account (agency admins)
- Blocks marketing texts from automations and bulk tools to Texas numbers or from Texas area codes
- Added for Texas SB 140, in effect since 1 September 2025
HighLevel doesn’t decide which laws apply to you: check calling-hour and telemarketing rules where your contacts live.
Limits
How many texts you can send: the messaging ramp
New LC Phone sub-accounts start small and level up by sending.
- Level 1 (start)
- 500 SMS / 24 h
- Level 2
- 750 SMS / 24 h
- Level 3
- 1,000 SMS / 24 h
- Level 8 (top)
- 5,000+ SMS / 24 h
- The ramp starts with your first successful text, not your sign-up date
- Send your full level’s limit in 24 hours to unlock the next level
- Hitting the limit pauses outbound texts for 24 hours; incoming texts still arrive
- One-to-one texts and missed-call text backs count; WhatsApp doesn’t
- Agencies at least 3 months old (not on trial) can raise limits under the newer Messaging Limits model
From HighLevel’s messaging ramp (modified 9 September 2026) and messaging limits articles. HighLevel doesn’t list every middle level in text; check the progress card in your account.
Campaigns
How to run a bulk SMS campaign
- Step 1
Build the list
A smart list of opted-in contacts. Exclude DND and anyone texted in the last few days.
- Step 2
Bulk action: send SMS
Select the list and write the text with custom values and your business name.
- Step 3
Use drip mode
Batch size, delay between batches and sending hours.
- Step 4
Watch and stop
Read replies, error codes and opt-outs; pause if errors climb.
Bulk texts count toward your daily limit. HighLevel guides: bulk SMS · drip mode.
Automation
Automated SMS follow-up that stops when people reply
Speed-to-lead by text
- Form submitted
- Text within a minute
- Wait 1 day
- No reply → call task
- “Stop on response” removes anyone who replies from the sequence
- Time Window keeps follow-ups inside business hours
- Two or three texts is plenty; then switch to a call or email

| 30008 | Unknown carrier error | Try shorter, plain text |
| 30032 | Toll-free number not verified | Finish toll-free verification |
| 30033 | A2P campaign suspended | Ask support for the reason |
| 30034 | Number not linked to an approved A2P campaign | Link the number; allow 24 h after approval |

| 21610 | Recipient unsubscribed (STOP or DND) | Don’t send until they text START |
| 21612 | To/From combination or country not allowed | Check format and country sender rules |
| 21408 | Country not enabled for your account | Ask support to enable the region |

Deliverability
Writing texts that get delivered
Do
- Name your business in every first text
- Short, plain sentences
- Links on your own domain
- Repeat STOP wording at least every 30 days for regular contacts
- Text only people who opted in
Avoid
- Public link shorteners
- ALL CAPS, strings of emojis or “!!!”
- Hidden or redirecting links
- Non-standard opt-outs like “Reply 2 to unsubscribe”
- Resending a message that was filtered
From HighLevel’s error 30007 and SMS deliverability articles.
Beyond SMS
RCS and iMessage
RCS
- Your brand name, images, buttons and cards
- Basic $0.0083/segment; rich $0.0220/message
- Falls back to SMS (billed as SMS) when a phone can’t receive it
- Enabled by support; needs Twilio and sender approval
iMessage
- No built-in iMessage channel
- Third-party apps can add it
- A top request on HighLevel’s ideas board
From HighLevel’s RCS guide (modified 6 October 2026).
Compliance
Archiving texts for SEC, FINRA and other record rules
If your industry must keep copies of client texts, plan this before you start texting.
- Every text is kept on the contact’s conversation thread
- No documented bulk export of SMS history
- Contact CSV exports don’t include message logs
- Messaging analytics can’t be exported
- Options: the HighLevel API or a third-party archiving service; confirm with your compliance team
- Cancelled accounts: data is kept for 90 days, phone numbers only 14
